Cheat card question

I know you can use the Cheat! card on items, but can I also play it on a Race or Class to bring in a second (or third if you are a Super or half breed)? And could you also use it on a Steed or Hireling to give you a second one?

The card says it works on Items, so that's a strong case for only working on Item. Steeds are usually Items, so it will work on a Steed that is an Item (i.e., not a tamed Monster created by a Ranger). The rules that come with Munchkin 4, and other expansions that include Hirelings, say you can use a Cheat! card to play an additional Hireling (an exception to what the card says, but not something the card could be considered to contradict). I can't recall any set of rules where Cheat! is given additional abilities, so it couldn't be used on a Class or Race, or anything else. Just Items (which includes Steeds) and Hirelings.
