I don't think you need a Perk to have more quirks - you just need to fail some Fright checks in play....

As I was going, to play GURPS,
I met a man with with seven perps.
Each perp knew seven Dirks,
Each Dirk had seven quirks,
For each quirk, seven perks.
Perps, Dirks, Quirks, Perks,
How many were going to play GURPS?

That would be worth WAY more in a Paranoia-based campaign. At Perk level, it'd probably just be "Better than average at curtailing his homicidal impulses while waiting in line at PLC."
