I knew a fellow in college who promised to take his fiance to Vienna. That summer, they went on a road trip in the US, and came back with pictures of the fiance standing in front of the "Welcome to Vienna" sign in every Vienna they could find in the States. There were quite a few, as I recall. I just checked. There are 17 in the US and one in Ontario.

Perk: has a town with the same name as hometown on every continent, and in all large countries of each continent. Sometimes several instances.

Is this a perk, or a zero point feature? Depending on the nation, you could have extra headaches as well as benefits. And with dual citizenship, you can be forced to take an action that will terminate one of them. For example, nation A considers serving in another nation's military to be effectively renouncing citizenship, while nation B requires a term of service.

It might be anything from a perk to a quirk, or even a disadvantage.

One-Track Mind
When given a task or goal you find interesting or challenging, you remain highly focused upon completing that task. Gain +1 to all skill or concentration based checks related to that task, but loose -2 to all perception based checks.

In fact, I once knew a fellow who'd been born with U.S., Brazilian, and Israeli citizenships, who renounced the other two voluntarily to avoid terms of military service in those countries.

If you've already served your term before the game begins (I assumed adult characters), this is not a problem. Dual citizens whom I personally know consider it a net advantage. The vast majority of countries that grant multiple citizenship aren't "rogue states" but stable democracies whose citizenship shouldn't be a disadvantage in itself.

That's almost exactly what the Attentive Quirk does.
