Just use Injury Tolerance (No Brain) with Limited: still takes (however much damage you think is appropriate).

How do you get a price for that limitation?

I just ran some numbers based on

[NB] = ITDRx4 (Skull Only, -70%) [30]
[SBx3] = ITDRx3 (Skull Only, -70%) [22.5]
[SBx2] = ITDRx2 (Skull Only, -70%) [15]
[SBx1] = Free - this is the norm.

Using the method I posted above and comparing them to a smooth pricing transition from No Brain to Normal, I came up with these, along with a similar pricing set for No Vitals.

Code:

No Brain:	30		5		5
x2 Brain:	22.5		4		4
x3 Brain:	15		2		3
x4 Brain:	0		0		0
					
No Vitals	52.5		5		5
x2 Vitals:	35		3		4
x3 Vitals:	0		0		0
* ITDR costs were kept exact to get a better pricing ratio, but this ended up not having any impact.

† Final costs were rounded up as per the norm in Basic Set.

Probably Temporary Disadvantage (Vulnerability) and/or Negated Advantage.
