Default [RPM] D&D 4e-style Rituals for Everyman?

I've only got a basic understanding of D&D 4e, but I'm intrigued by the rituals being possible (through a fear and a skill, I believe).

I have seen bonus tome, special ritual spaces, I am sure I have seen Pyramid articles on bonuses for Symbol drawing and material components.

How far can all these go towards letting an Everyman (i.e., no Magery and Path skills at default maximum) cast spells?

I think the Path/Book Magic from Thaumatology is a better fit for 4e rituals than RPM.
