Quick Question: Limitation on Terror, Doesn't work on own race?

It's exactly as the title says, folks! What would the limitation price be for Terror that won't work on your own race? Demons certainly shouldn't scare the crap out of other demons. I have no idea of what it should be and I couldn't find anything on it.

Who says? I expect demonic administrative techniques would rely heavily on Terrorizing lower order demons.

Racial usually comes in at -20%. 'Only against other races' is -20% too (e.g. Space p. 222).
