Who currently owns the rights to Toon? I am curious if this is still SJGames, or if the rights have reverted back to the original author(s).

Reversion of rights doesn't apply. That is used in a situation when person/corporation A owns the copyright and gives person/corporation B some publication rights to the copyrighted material, and B then defaults on their responsibilities. In this case, Greg Costikyan sold the copyright to SJ Games, so no reversion is possible.
