Who currently owns the rights to Toon? I am curious if this is still SJGames, or if the rights have reverted back to the original author(s).

Toon is available from e23, with SJ Games listed as the publisher. That doesn't rule out any funky shenanigans [1] with the rights going on behind the curtain, but it would seem unlikely.

Reversion of rights doesn't apply. That is used in a situation when person/corporation A owns the copyright and gives person/corporation B some publication rights to the copyrighted material, and B then defaults on their responsibilities. In this case, Greg Costikyan sold the copyright to SJ Games, so no reversion is possible.
