Their technical means and number crunching are almost as good, their humint is far better.

Unless the noble or official is isolated 24/7 or wears a psi shield constantly I don’t see how you could stop everything. I don’t remember if psi use is detectable by technical means in Traveller.

The barista who makes the nobles morning latte would be an incalculably valuable asset... the barista who makes the nobles bodyguards latte would be incredibly valuable.... heck, the barista who makes the bodyguards girlfriends latte every morning. How far out do you push the isolation circle? The janitors wife’s hairdresser?

Some possible high-level psi use against the Impetium include the idea that the Zhos lost the last several interstellar wars, when every indication is they achieved their objectives.

At least one high ranking military official is, by GURPS Traveller at least, a brainwashed/ psi surgery altered Zho sleeper agent/ Manchrian candidate.

Nobody in-setting has put together that chippers and Droyne are all the same species, strung across the entire galaxy, are highly psionic and can build jump drives literally from scratch by hand... and nobody is freaked out about that.

One plausible objective for Zhodani aggression against the Imperium is that they see the biggest plausible threat to the Consulate is an Imperium that embraces psionics, but retains its aggressive, individualistic psychological values. They can't figure out a way to get the Imperium to adopt its cooperative, communitarian psychology, so they keep psionics rare in the Imperium by presenting themselves as a threat, and a threat because they're psionic. As long as the Imperium responds by suppressing its own psionic resources, the Imperium remains unable to compete with the Zhodani's only clear advantage.

This is interesting, and the only way to explain it is that the Droyne work hard to maintain human complacency. And as long as humans are complacent about Droyne, the Droyne who aren't actively involved in keeping humans complacent about Droyne can afford to go on with their own lives without too much worries about humans. (Likewise Vargr, Aslan, K'kree, and Hivers, of course, though Hivers are a special case, given their psychological fondness for Manipulation.)

Same room? Same solar system is the problem.

The Zhos have telepaths powerful enough to read minds on a planet’s surface from orbit. They have clairvoyants able to physically monitor a location from at least that distance.... and commando teleportation teams able to jump over 50k into a location scouted by those clairvoyants.

Keeping Zhos out of a location or mind they want into would be difficult.
