Default Arm ST as a Disadvantage

I was wondering if it would be reasonable to have reduced Arm ST as a realistic disadvantage?

No one ever actually uses that rule. See pretty much everyone's write up for centaurs.
Most seem to use No Fine Manipulators for higher non-arm strength.

Excuse me? I use that rule pretty regularly!

Admittedly, I simplify it down: "-1 to Arm ST" is a quirk. Having two half-ST arms by those rules is worth [-5]; with the average person being ST 10, that's [-1] per -1 ST. If you want to be excruciatingly precise you can call it "-10% to Arm ST" is a quirk.

This is especially useful in light of things like Knowing Your Own Strength — in which No Fine Manipulators no longer gives a discount to increased ST!
