Mook is just a common slang term for enemies intended to be defeated easily while Cannon Fodder is an optional rule that makes enemies defeated easily. Cannon Fodder enemies are always mooks, but not all mooks are Cannon Fodder; some (in my experience, most) are closer to what DF calls "worthy" foes, fighting to 0 HP and taking advantage of skills/defenses in combat.
