Discarding Laddie to steal

I was playing a game of Munchkin Legends and a thief wanted to discard the Laddie card in order to steal. My question is, does the Laddie card return to the Thief after he discards it for his steal ability? If yes, could a level one thief use Laddie over and over again to steal all small Items on the table?

Laddie will not come back if you discard him to power a Class or Race ability. The text on the card describes the only ways Laddie will come back or stay with you in unusual circumstances.
