Default Thief - Theft target

Hi guys.

Quick question;
When a thief successfully steals, does the thief or the victim choose which small item is stolen?

I haven't seen an official rulling on this, but I thought that was a general consensus.

If people don't have to announce a target, they don't have to announce even who they are stealing with, right? So a Thief could just discard and roll, them look at every single Item available on the table to see what he's going to get? Surely, this is going to slow the game awfully.

We're in 101, which means I want an official ruling, not a "general consensus." I'm trying to be more diligent about people citing their sources when they answer questions here, because that way new players will know how to find the answers on their own.

You have a couple of sound arguments, but absent a statement of the rule by MunchkinMan or me, I'm not ready to declare the question closed. (I'm also not especially interested in more discussion until Clipper gets a chance to weigh in again.)

Here is the official ruling by MunchkinMan that states you have to choose beforehand. As a response to one of my very first questions on the forum, in fact.
