Isn't causing pain and then threatening to cause more pain if you don't talk a kind of torture?

Yes. What this really amounts to is badly constructed rules; the bonus for agony should just be listed in both places. Absent that, since causing agony is the normal way torture is done, I choose to assume that +6 does not mean +9.

I have no idea about how to translate this in gurps4e rules. Low tech is laconic about it:
...is to force him to swallow an excessive amount of water (inflicting agony) until intoxication causes death.

How much HP and FP consume for session or for pints, and how to calculate beating damage on a inflated belly? How long a session can take, half hour perhaps? It need Fright Checks between session? And what are rules for intoxication? How much time need a character in order to regain full functionality?

If can be useful, the adventure background is much alike to Brotherhood of the Wolf.
Do you have a PC that you have an unusual dislike toward?

What about them? A better interrogation roll indicates more sophisticated application of pain.

  • Pain doesn't give a bonus.
  • Agony gives a +3.
If both actually give a +6 then what's the point of Agony's bonus?

+3 if you use severe threats

The +6 for torture is probably a max. Some likely talk before you reach "agony" pain. but once you've started inflicting any sort of pain, the threat of MOAR PAIN sis there. So I think the +6 is assuming you are some point reach Agony-levels. If you for some weird reason is incapable or unwilling to inflict that level of pain (and do not have more creative ways, like exploiting phobias), then I think the +6 should be lower.
