I'm inclined toward the latter: it fits in with a self-reinvention.

NPC: Evil Emperor Nozzle

You may have heard of him: diminutive purple porcine with a penchant for capes with collars so tall he can't see over them. He appeared in an airship over [campaign location] one day, declaring it his first conquest of the universe, before a series of comedic blunders crashed the ship into a nearby body of water. For this, he blames [name of one of the PCs], and will get his revenge before returning to his plans to conquer Earth.

Most people think he's making the "emperor" part up.

(Truth: He isn't, technically: he was a lieutenant of the real Evil Emperor before pure luck allowed him to take over after the EE's defeat (though he obviously claimed it'd been his plan all along). Knowing he had to make a good show not to get overthrown himself, he set off in a conquest ship for Earth. While [name of PC] was around during the crash, it was all Nozzle's fault for ignoring the advice of the ship's crew.)

He is not, in any way, related to the Hogs on Hogs, and resents the comparison: his gadgets use sophisticated science such as rays and particles and...ray-particles, not heated water.

Author's Note: Nozzle is intended to be a mid-20th-century sci-fi serial villain, with all the retro-tech over-styling and cowering lackies that entails.

Location: The Incredibly Deadly Park

This public park became overgrown with the multiversal merger, becoming a thriving ecosystem in the midst of [insert campaign location]. Some of the plants and animals have even mutated into new, more powerful forms. People swear it's now larger on the inside, and that strange ruins exist at the "center", but these and the name are probably just teenage hyperbole designed to make the gangs who hang out in their sound more badass. Right?

(There is, in fact, a world out in the multiverse known as the Incredibly Deadly Jungle, with the people from there having the reputation of hardened badasses with near-super-pan attributes such as super-strength and accelerated healing.)
