For Germany, I'd use a permanent member of the Technisches Hilfswerk - basically, a super-powered rescue worker. He uses a similar "uniform" as other members of the THW - not much to look at, but practical, and he does get a cool logo.

He would be using his real name while on the job - the German government, and other Germans, probably want to make sure that he is seen as an "ordinary person who just happens to have superpowers and likes to help others" instead of an "Übermensch" (for obvious reasons). But he will probably be called "Der Hilfsarbeiter" or something like that by the media...

For the German government, this guy would be a major PR coup. The hidden message would be: "While other national heroes are prancing around in spandex and doing lots of photo ops, our guy is out there helping real people." And since the THW is seen apolitical, he is far more likely to be invited to disaster zones than national superheroes with more branding. So every time there's a large-scale disaster in the world and the THW is invited to help out, Germany gets great PR since the media will also congregate on the scene.

Decimus Anneius Laterensis was a Centurio (Centurion) in what we would date as the early 300s current era. He and his troops were sailing to Marsala (Marsellies). One of the other passengers was Joseph Bishop of the City. History only records that the ship ran aground and Joseph succumbed to an infected wound the following day because Joseph was aboard.

The details were that a demon worshipping necromancer and a murder of Ravens (actually 4th edition versions of Strix from GURPS Blood Types) attacked the ship to try and steal a document the Bishop carried. The Strix landed in the rigging, returned to human form and cast Shape Air at the sails to send the ship veering off towards the rocky shore.

In the main battle on the ship's deck, Decimus apparently sacrificed his life to protect the Bishop from a spell the Necromancer cast, and apparently disintegrated. His men struck the sorcerer down before he could cast again.

However the ship's course was set by the direction of the gale force winds, and those trying to man the helm were bewitched or otherwise cut down by the magic of the Strix coven.

Bishop Joseph's document made it to Marsala even though he didn't.

Not quite the end, however.

Decimus didn't die, but was cast into a realm of the dead. A creature there sent to grab the Bishop ignored the Centurion and left after a while empty handed. He wandered about never needing food or drink or sleep or aging, getting all the benefits of afterlife citizenship without actually dying.

Over the centuries he traveled amongst the dead and found things to do. His adventures netted him segmenta lorica armor forged by Vulcan himself and the ability to call up angelic like wings that let him fly. He solved the riddle posed by the Grasshopper and thus won it's jumping secrets. And from Samson AND Hercules he learned the exercises for incredible feats of strength.

He'd likely still be there except a battle between Supers took place precisely where he'd been cast into the next life. A villain tried to warp away just as a corrosive attack struck. Space and time took damage there and once the opening between the mortal and immortal planes existed, he was pulled through the afterlife at unimaginable speeds and expelled to his proper plane.

His arrival turned the tide (for the villains, who looked like people he should help against the monsters they fought). Eventually things straightened out and Decimus has come to accept the Republic of Italy as the legitimate successor to the Empire he swore to serve.

His Armor is strictly Roman imperal but he wears a Tabard with the Italian Flag prominently displayed on it.

I seem to recall the US created some arab superheros for some propaganda purpose (I talked to a guy in psyops who was really excited about it. I thought it was a stupid waste of time. But propaganda usually is) Here is something about it: http://news.bbc.co.uk/2/hi/middle_east/4396351.stm it does mention some superheros from the arab world that were already created by an Egyptian company.

Morgan Stevens was a blue collar lad from Detroit. He was bright, but lacking the money to go to college he took what he felt the best option for a better life, he joined the army. His natural charisma and intelligence caused him to rise quickly through the ranks, and his down to earth attitude made him popular, it was only a matter of time before he was recruited to special operations branch X. He was on his first mission for the super secret organisation, to recover an ancient Alien spaceship that had been unearthed in the Nevada desert. Morgan was the first to open it, and as he did he was exposed to a strange purple gas. After 3 days in hospital he felt better, much better. He discovered in the Physical exam that he was stronger than an Olympic weightlifter, faster than a world record sprinter and he had enhanced senses to boot. And just in time. The spaceship that had gassed him had set off a distress beacon, and more Aliens had come to take it back, by any means necessary. They killed anyone who stood in their way, except Morgan, who made them wish that they had been politer when visiting earth. Morgan took the name Homeland shield, and became the face of American Government Supers due to his charisma, good looks and generally amiable nature. He believes very strongly that America should do all it can to help the world, and that it is, though his first priority is protecting Americans, since he is a little apprehensive of some of the other supers he works with. he dyes his naturally blond hair brown, because he is self conscious of his public image, not that anyone knows his true identity mind you.

Isreal: Liberation
It was WW2. The Nazis were desperate for any technological edge in the war. A scientist laboured away at a serum to make super soldiers. But with every passing day his conscious grew more heavier. Initially he told his superiors that he just needed more time, then as they grew impatient he knew that the end was near. He told them that as a side effect of his experiments he may have created a mind control serum, that would allow the Nazis to turn POWs into loyal minions, he just needed to test it on humans. The Nazis were intrigued, they gave him a healthy young Jewish man to experiment on. That man was Karl Rothberg. Karl was injected with the serum, then told where the arguments were stored and where the guards were stationed. Then the scientist burned his notes, his lab and shot himself. Karl panicked at the fire, confused, scared, he ripped out of the arm restraints of his chair. He smashed down the door, sent 3 guards flying and by the time he cooled his head was halfway across the base. He destroyed the base and set about freeing as many Jews as he could. He received the name Liberation because of shouting "Liberation is here" when he freed prisoners. Karl was never good with names. After the war he helped found Israel, working for the Israeli government. He has not aged in decades. He protects Israel from all manner of threats, still using the name Liberation (Karl is working on a new identity, but he is not good with names). Liberation has become a folk hero, having had decades to work on his image, he is loved by the Israeli people.

France: Justese
Renard Jollok was gifted student. A talented engineer, an excellent Savature and Fencer, with a beautiful girlfriend and a promising career in a French technology company with many government contracts. Then he decided to go on a holiday with his girlfriend to the South of France, into Basque country. His girlfriend loved trains, and while visiting an antique station, an ETA bomb exploded, servearly injuring her. When he went to the hospital, Renard spoke to a Basque doctor, trying to understand why. The doctor explained that centuries of injustice meant that those who had been hurt would lash out. Renard knew that he had to fight all injustice. While his girl friend recovered he built a power suit, one more advanced than any the world knew. He completed it the day his girlfriend left the hospital, paralysed from the waste down. Renard took on the name Justese after showing his girlfriend the suit and proposing, the name was her idea. Renard mainly defends France, as deep down what he really wants is to protect the people he loves, but he is a strong believer in the E.U, one might even call him an E.U patriot, although what he really believes in is bringing all peoples together.

Mexico: A Jaguar knight if full Aztec regalia. Transforms into a spirit-jaguar, kinda pseudo wolverine, rips his enemy's hearts out.

Guatemala: Kulkukan: Feathered serpent, in full Mayan dress. Controls the winds.

I played Kali, the BlackMother in Supers game. Bang on antiheroine material. Bali has always had Hindu god based comics. I would LOVE to see the Indian Team (which includes a Sikh and Muslim contingent of course)

And from Haiti, Captain Zombi, of course :-)

Ah, this brings back not-so-fond memories of very uninformed caricature of a Turkish superhero - The Jannissary :)

Well, she could be an Ottoman superhero but what defines Turkey now has nothing to do with what is portrayed by that really strange caricature :)

I'll think of something along the lines of a defender of the Republic - the name "Secularion" annoyingly pops into my mind though :D
