LT (and comments from Dan) appear to specify that like plate, heavy scale cannot cover the abdomen and those parts of limbs requiring articulation. The implication of this is that medium scale can do both of these things. Certainly, segmented plate can. From that, we deduce that armour being flexible enough to cover joints is not the same as having the Flexible modifier.
So at low tech levels (like TL1) , medium scale can cover the abdomen and thighs and at higher TLs, it's segmented plate. Or you could go with mail, in both cases, assuming you have access to it. But what about other armour? Can Medium (and above) Layered Cloth cover the abdomen and limbs? Can Heavy Leather? Medium and above Layered Leather? Can Hardened Leather? What about the Jack of Plates? What areas can realistically be covered by the Jack of Plates? And at later TLs, is Mail and Plates sufficiently flexible to cover the Abdomen? Is Brigandine? And if some Brigandine is sufficiently flexible, at what DR does it stop being that flexible?

Shins would be one of the classic places to use outright non-segmented plate.
