Default Close Combat on Ground

If two opponents are grappling on the ground would their dagger or bite attacks against each other suffer the -4 penalty for posture?

By default, yes. Posture penalties are assessed for such.

For creatures like (say) canines and felines, I would probably waive the penalties.

There are a few perks/advantages/techniques that let you buy off the posture penalties, the most common being "Ground Fighting."
