There are several counties in the USA that require fortune tellers to be licensed. In the real world it's a combination of lobbying from the incumbents (who don't want competition) and a nice earner for the state. But I prefer to visualize the official training and tests for competence.

Like all professions, you ask a panel of other fortune tellers to certify the new ones.

Exactly what skills they're approving you may not actually realize.
