Default 'Jet Modifier' questions

According to BB.106 Jet modifier [+0%]:
Your attack is a continuous stream, like a flamethrower. Treat it as a melee
weapon with a very long reach rather than as a ranged weapon. Do not apply penalties for target range and speed.

My questions are:
Does this modifier turn your ranged attack into a melee attack or is it a ranged attack that has an enhanced ability to hit?
For example:

1) If you move and attack do you take the penalties for a ranged attack or a melee attack?

2) Does the target deffend as if it's a melee attack or a ranged attack?
spicificly:
A) Can the target retreat?
B) Can the target use a shield to block?

If it says to treat it as a melee attack, you should treat it as a melee attack in any way that isn't written as an exception. There fore move and attack is -4 and capped at 9 skill, etc.

Usually a bit of both. You generally can't parry with jets for example (except for power parries).

Flamethrowers do have a bulk stat (very high ones), so probably ranged here. I'm not sure though.

It makes sense to be able to sidestep but not retreat backwards unless retreating backwards gets you out of range.

Then why do Flamethrowers have Bulk of -7 to -8?

That is one of the reasons I'm asking these questions. My Artificer in my DF campaign just invented a flamethrower. The bulk according to DF-3 is -6.

It makes sense for bulk to apply to flamethrower attacks, just think about what firing one is like. Much more like shooting a firearm then hitting someone with a sword. You aren't going to making a Move and Attack with the trigger depressed the whole time, right?

I'd let him use AoA (Jet) from High-Tech with it though.

Treat as mêlée - that seems to indicate mêlée modifiers, not ranged ones (other stuff: it gets +4 AoAs).

Probably yes, though I would say that the retreat must be to the side and not back, unless at the very edge of Range.

Well, like I said, you probably aren't going to be running around with the trigger depressed, that makes it more like a ranged Move and Attack, IMO. How about treat already deployed jets (like an on Flame Jet spell) as melee for Move and Attack but shooting a currently inactive jet weapon as a Ranged Move and Attack. That's what I'd do, anyway.

The videos I've seen from WWII in the pacific, it looks like the gunner kinda waves it back & forth like a hose. I'm not sure if retreating to the side is any more viable than backwards.

I agree that the attacks are clearly closest to a melee attack however, I'm not sure if it makes sense to allow retreats other than dodge & drop.
