Walk on Liquid Limitation?
I'd like to model a horse that can walk on water, but must continue moving or it will sink when doing so. Is this a limitation on Walk on Liquid, if so, how severe would you rate it?

I'd price "only while moving" the same as the Cannot Hover limitation on Flight, -15%.

Powers treats it as an Accessibility limitation worth from -10% to -30% depending on the speed of movement required not to sink (or fall, for Walk on Air). Look at page 99 for details.

Supers has a limitation specifically for this kind of effect that scales with how much movement is required. I don't have it handy, but it goes from "Requires Step" all the way up to "Requires your full unencumbered sprint" IIRC.
EDIT: Or perhaps that's Powers I'm remembering vaguely. Teach me to post before coffee.
