Default Star Munchkin - Med Kit

Had another issue come up last night with Star Munchkin. We were playing using epic rules, and we got discussing how the med kit works. My friend was saying if you were at 19 and lost a level, you couldn't play the med kit, because to reach 19 you have to play a monster. I said it negated the lost level.

Do you move down a level, then play the med kit, and move back up?
Or do you simply play the med kit and not lose a level?

Moved to the main Munchkin forum because the Epic rules are explicitly off-topic in 101.

Because this was an early set which predated the Epic rules, it didn't account for the possibility of losing a non-winning level that you had to kill a monster to regain. Also, because it's an early set, the wording is not as rigorous as it could have been. Therefore, OFFICIAL RULING: Med Kit cancels the loss of a level (only one level if you lose more than one), and it CAN keep a player at Level 19 from losing a single level.
