Do Melee and Wizard apply when ITL is silent?
For example does Wizard Boardgame Rulebook page 23: "A wizard involved in HTH must drop his staff. He may cast spells, but only on himself or his foe in HTH, and is at a -4 DX for that."
Apply in a pure ITL game?

ITL pg 102-103. There are "Cast Spell" options for disengaged and engaged figures, but there is no "Cast Spell" option for figures in HTH.
Melee/Wizard compared to ITL has a few differences. This is one of them. That is in the new Legacy ITL there is no casting of spells while in HTH. Just in case you want further evidence: in the old Advanced Melee and in the old GM Screen it lists casting spells in HTH at -6 DX. And in Adv Melee there is an option for casting spell in the HTH options list. In the new ITL and GM screen there is no mention of casting while in HTH. So, it was intentionally removed from the options list and intentionally not added to the new screen. I hope this helps. Of course you may elect to have a house rule. |

I would add, if you are going to add back the HTH casting, I would recommend that it simply cannot be done unless the wizard has IQ of 2 or more greater than the spell IQ. See ITL pg 142.

The original question in the title, I think is clearly a matter for players/GM to choose. There is no hard rule on this that would apply to every case.
In the specific case, I personally would choose either the Wizard -4 or the Advanced Melee -6. Quote:

I had thought that the entire point of the spell Shock Shield was that it be cast by wizards who find themselves in HTH. Or at least most of the point. Sure, they could cast it on their friends who are locked down on the ground in HTH combat, but hasn't it always been seen as something wizards would use to survive HTH themselves?

Obviously wizards fighting in HtH is very different from any other sorts of people fighting in HtH
Now I have an image of two old men on the ground in a slap fight trying to cast spells at each other |
