Default Modular Abilities and costs HP or FP

Hi,

I wanted to have a MA Cosmic power [10 per point of ability]
But I want it to cost "energy" (HP or FP) everytime I reconfigure the pool.

If I buy it like
MA Cosmic power (cost 5HP -50%) LVL 10 [50]

I will have to pay 5HP everytime I reconfigure the pool but if I buy an always on power like High Pain Threshhold [10] will I have to pay 5HP per minute to use it continuosly?

If I do have to pay 5HP/min how do I build the MA such that I only pay HP when I reconfigure the pool?

I'm inclined to say make a notation that the HP/FP costs are only paid to reconfigure, not maintain.

Modular Abilities is only "used" when you reconfigure it, so you pay 5HP then. If you want it to be 5HP/minute then you need to put that limitations on the other Advantages you put in it.

I'm not sure if the books say that anywhere, but that's how it works for Alternate Form and Shapeshifting, which are pretty much the same thing.

my DM believes we should keep paying while we use the abilities.

can anyone point me towards any place where this is clarified or a rulling?

Cost HP/FP is only spent when reconfiguring your points. This is stated in Powers p.62-64, which gives an in depth break down of the ability.

If your GM wants you to have to spend HP/FP when using an ability then the ability itself must have the limitation. This doesn't suddenly change when you put it in a modular ability slot.
