Default Creating an Innate Attack

I'm trying to create Innate Attack (Cold). I could just use (burn) and ignore the idea of starting a fire, but I'd like to know how to create the actual attack.

In GURPS: Dungeon Fantasy: Monsters 1, the cold-breathing Cold Slorn has burning with no incendiary effect, with a linked HT roll for paralysis at -1 per 2 points of penetrating damage.

I'm not sure how to stat those things up, but I'm certain it's a good start!

PS My guess is that "No Incendiary" would be a reverse-engineered "Incendiary", for -10%. :P
