I think it's mentioned that point costs are rounded up, but otherwise there is no specific rounding convention mentioned in the rules.

The rule of thumb is always round in a way that screws the PC. Point costs are rounded up, fractional damage or movement values are rounded down. There are a few specific cases where point costs are rounded down (mostly from built in cost multipliers, such as "costs 1/3 as much if blah blah blah"), but otherwise the rules normally state to round against the interest of the character in question.
