A mechanical Common Sense implementation:

1 point buys you one cultural familiarity, 20 points buys you all cultural familiarities (Xeno-Adaptability).

Standard Operating Procedures are Perks [1] that exempt you from having to tell the GM that your PC is doing something that’s second nature for him.

Common Sense [10] with a successful IQ roll you can retroactively claim the benefit of a Standard Operating Procedure, roll each time you want to claim the benefit, and for each Standard Operating Procedure you want to claim the benefit for. E.G.

Bob remembers he for got to tell the GM he was refueling his vehicle, reloading his weapons and recharging his batteries. He rolls IQ three times: Success, Failure, Success: his fuel tank is full, his batteries recharged, but his weapon is not reloaded.

Common Sense (No Roll +100%) [20] You get the benefits of all Standard Operating Procedures.

"Don't shoot the guys we plan to buy services from" probably should not need to be an SOP perk.

The latter might not take the Common Sense, but there is less severe sort of player who would. Some people want to cross the line. Some people don't want to, but can't seem to avoid it. Some love living on the line. I can see 10 CP being a fair price for someone who doesn't want to take things too far... just nearly too far.

There are genres where in this character is fine.

The one in the above example? Poster child for being knocked out/killed by his own team and handed over to the gobbo tribe as an apology.

"A gentleman is one who never gives offense unintentionally."

I have run campaigns where there were characters who were meant to be offensive or obnoxious. In fact, one of the best scenes I've ever GMed involved such a character.

But in other campaigns, such a character is just inappropriate, and spoils the fun for the other players. If a player insists on playing such a character, or even worse, agrees not to do so and does so anyway, their problems are worse than a lack of Common Sense. "Thou shalt not spoil the other players' fun." (Though exactly how to apply that is tricky.)

What Common Sense is for, though, is the player who doesn't want to have that effect, but who lacks the judgment to avoid it.

This looks like a good advantage to have, except as the mechanics are a different thing to RAW Common Sense, I'd give it a different name. Well-Prepared?

Are they really different? If a player took RAW Common Sense, you as a GM wouldn't remind them to do these kind of things, if they made their IQ rolls?

You also remind them to not stick their arms in untested holes in the wall, and not to call the queen "boogerface", which probably shouldn't be SOPs.

Yeah, I'm not suggesting limiting it to only SOPs

But that would grant additional advantages to the SOP mechanic, and would cost more points.
