I am fairly sure they mean the flat part under the arm (since they list it as "side under arm" and that's the area that tailors measure as "side" too).

That's also probably a thin strip along the trapezius and would overlap with a paldron if worn with one.

"Center near the waist - mostly .040 - .050".

Not sure why it would be thin there, unless meant to overlap a fauld?
