It's a semi-arbitrary selection I made for the height of the reference character. 150 pounds is given from the Pyramid article. Going to the Basic Set build table (p18), 150 pounds is 5 pounds above the midpoint weight for Average build ST 10 and 10 pounds below the midpoint for ST 11. 68 inches is dead-center in the range for ST 10.

I don't know what height David Pulver had in mind for the reference character. I doubt the 68 inches is off by more than 5%, but if you prefer some other number near that feel free to substitute.

That's what I've always assumed is the implicit, if not fully realized conscious, choice for the gurps character base.

Gurps base stats have very little to do with averages of any sort. 18 year olds fit for military duty are not average.
