Buying it with Multi-Strike makes him a more effective fighter overall, by much more than those 10 points would get you otherwise. He can freely mix and match attacks, which he cannot do as currently listed. This makes a big difference when he's got a single weapon, or has one much better weapon than another. Hence, I said "should" not "must."

B70: 'You may not have more attacks than you have limbs, natural weapons, and attack powers....A normal human can purchase one extra attack. That allows him to attack with both hands at once...'

Pretty clear. Extra Attack lets you use several of your attacks at once. It does not let you use a single attack more than once.

Edit: where on b.70? In the final part of mind reading, Mind shield or Mindlink?

It comes down to the question whether or not a cinematic martial artist (weapon master) is a 'normal' human.

What if he said so in POWERS on page 49 under Extra Attack? Just, you know, supposing? :P

If he said it in Powers, that's different. I don't have Powers. However, from an earlier posting, it looks like there's supposed to be a multi-strike enhancement to attack twice with the same limb.

Okay, assume a massive army of Kobalds. All you need to do is hand one a package labeled "do not open" and watch the fun begin. As they all bunch up to fight over who gets to open it, or keep those guys from opening it, or because everyone else is bunching up; about then the package comes open and the half pound charge goes off splattering the lot across the walls of the room.

see also, painting with Kobalds, a meaner shade of blue.
