Mysterious Dark Lord covered most of it. Also remember, you really don't want Deadpool or Harlequin bitter angry at you. Plus the authorities try to limit violence and come down hard on those that try to cause massive extra violence.

Wouldn't be in the interest of the authorities to control the behavior of the supers by editing the information available about them in comic books and online? In the case of Harlequin, I imagine that they would want to use a version of psychological warfare to convince her to betray the Joker, surrender to the authorities, and settle down to raise a family in a supervised setting.

That would violate comic book conventions. Think about Discworlders that refused to go with or accept the story. Their fates weren't pretty.

They'd have to deal with a power beyond any of the supers; the Editor.
"This story's crud! Nobody reads comics for people getting along just fine! And the Joker gets locked up forever and never gets out? The fans will be up in arms over that!"

Yes, it is wise to fear the , EDITOR!! As to Joker types and Punisher types, it is surprising how often regrettable "accidents" occur cutting certain careers brutally short.

By the way, no one really knows who is in charge of printing all these comic books. Yes, writers and artists are hired etc. But lots of comic books show up no matter what's done to prevent it. Some people find themselves running comic book stores no matter what they do. People are fatalistic about these things.

So in order to contain the super-problem, Potemkin Cities are built and the heroes and their supporting casts and background players move into them. So the heroes and villains can act out their dramas and bust up the scenery in "Ultratropolis" and "Midnight City" while everyone else can watch from a distance, Truman-Show-style.
