Okay, I get it. I'd consider something a tad more generous like: if your IQ is 11 or under, you can learn one talent 1 level above your IQ; if you have IQ 12 or more, you can learn
two that are one level above your IQ. All talents (and spells) above your IQ cost double. But there would be no getting back any points if they raise their IQ later.
