Yrth isn't Azeroth...
Other than being secondary world fantasy, with some of the same names for humanoid races, they actually have little in common.

Okay if you want to be a fuddy duddy...
Then staff spell obviously means for staffs only. If it's a spear, then it's no longer a staff. Put a blade on it in any way, it no longer remains a staff.
Jingly crap's allowed as it's just stuff on a staff.

Where does it say that they aren't?

I'd fully expect the Templars to be deploying mage-knights clad in heavily enchanted plate, swinging Staff-enchanted Duelling Halberds around.

Meh, I would just disagree with Kromm there (the fundamental feature of decoration isn't value -- cheap bits of glass can be decorative. The fundamental feature of decoration is that it's purpose is aesthetic rather than functional. Thus, an axe head can only be decorative if it's useless as an axe).

I'd be tempted to pinch an idea from the Discworld; symbolism is power. So, (a) a wizard's staff tends to take a shape that somehow reflects the owner's nature and personality, possibly changing shape over time, and (b) any attempt to deviate from the basic staff-iness of staves is chancy at best. (There is one metal staff in the books. It's extremely powerful, and it's seen as weird and ultimately proves deeply scary.) So you get plain staffs and twisted gnarly staffs and so on, but a staff with an axe head would not be a staff, because it'd be an axe, and fitting an axe head to your staff would be like conducting brain surgery on yourself.

I guess that you could then have wizard characters whose personalities do permit weapon fixings on their staves, but that'd be an Unusual Background and allow the GM to insist that the wizard be a weird, messed up, violent, psychotically pragmatic person - and every other wizard would know this the moment they saw his staff, and react accordingly.

Oh, and a wizard's staff has a knob on the end.

Not that innocent; on the Discworld, "A Wizard's Staff Has a Knob on the End" is a popular drinking song that wizards themselves don't really understand.
