GURPS Martial Arts. Modern Day. 250 point characters, -125 Disadvantages, -5 Quirks. I prefer you to have a Japanese or Chinese Martial Art Style from the 4th ed. Martial Arts book, but you can pick any style from the 4th ed. Martial Arts book. Cinematic Martial Arts are allowed with Trained by a Master or Weapon Master.
