Another Q. about Area Effect and Affects Others
Powers p.107-8 says that with Area Effect and Affects Others you can "affect any number of people up to your limit" within your Area. My question is -- who gets the effect if the number of people within the Area exceeds your limit?

It should probably be the character with the ability's choice. Affect others allow you to affect targets of your choice by touching them and this is an enhancement which allow you to affect targets at range.

Note that defenses are a special case. One level of AO is sufficient to cover everyone that fits into your area, paid for by the AE. (Powers 108, 2nd para.) As the 1st paragraph on that page says, the initial version (+50% per additional subject in your limit) is for movement and physical transformations.

Area Effect and Affects Others, with regard to Force Fields, are two different things.
AE is an area. If they are friendly you can get 2 people per hex in and all are protected from the outside. Affects Others affects those you are touching. If you want to protect a limited number of people withing a certain area only, you could take Affects Others with Ranged or AE with Can Have Holes or Chooses Targets.
