Accidentally stepping on them doesn't need to be mechanically different from accidently shooting them. It also isn't something that is going to happen except in this very specific situation, so it really just needs to be a GM call. Fortunately GURPS has very flexible rules that are easily applied here.

But more so is simply the idea of non-attacks (stepping, face changes, putting foot back down after a kick, acrobatic stands) having a chance of initiating an unintended attack and accidentally colliding with underfoot alleys sharing your hex.
If you really wanted to you could repurpose the "Combat Writ large" rules from Pyramid when having SM0 things interacting around SM much smaller things.
