What cards cannot be in play?
We have this argument all the time of what cards you can and cannot put in Play? I know you can't put extra Race cards or Monsters but what about Powers that are higher then your level, can they go in Play but placed sideways?
Or One time Use cards? It seems getting down to 5 cards in hand is easy if you can just put most everything in Play.

The only cards that you can put into play but inactive are Items -- cards with Gold Piece values on them.

If they have a Gold Piece value, yes. The rules say one-shots may be played from your hand or from the table.

I would like to point out an important thing to consider with terminology is that Item is a specific game term and card type, which is a card with a Gold Piece value (including the phrase "No Value"). Referring to Monster cards as "items" as above is confusing because Monsters are not Items.

Sorry I meant cards, not Items. How about Curse cards that are not in use?

If you mean Curses that you haven't played yet, no. If you mean Curses that have hit you and have a continuing efffect, yes (but those cards aren't considered "in play" for effects like "discard a card in play to do X"; they serve as reminders only).
