Fatigue Attack modifier?
What would be the appropriate valuebfor Fatigue Attack, such that it cannot reduce the target's FP below 0? Trying to use it to take people alive, whether they're an IT:DR 100 super, or some kid intercepting the shot, and HP loss below 0 FP is kinda bad for this.

This has come up a couple times on the forum, such as in this thread, where it's suggested it could be a Feature (the safety provided counters the downsides) or -10% to -20%. I lean towards the more generous end of that spectrum, considering that if you can't drop a target below 0 FP then they always get Will roll to remain awake (unconsciousness is only automatic at -1xFP).
