How do we do habilities that uses fuel or batteries to function? Like a steam powered arm or something like that.

Be careful with this kind of thing. You can end up paying more points for the limitation than if you didn't have the limitation.

Indeed. My preferred option tends to be Limited Use w/ Reload. Others that can fit are Preparation Required, Trigger, or just Nuisance Effect if it isn't seriously disadvantageous.
