A clone army doesn't need to be genetically identical (though that is a literal contradiction in terms, we usually use Clone Army to mean Fast-Growth Exowomb Produced Army).
If you have the ability to slip an exowomb device past enemy defenses, you can set up a troop growing facility within their territory, where you can produce soldiers that pass for human civilians. In fact, actually cloning enemy citizens helps you bypass their security apparatus. Try doing any of that with robots! |

Robots being expendable is a detriment to this kind of infiltration because suspected agents can be eliminated with little fuss. Humans have rights and measures to curtail these clone terrorist cells will agitate the enemies populous if not promote sympathizers.

Think about how much you will save on wages and food, on civil or labor rights claims, etc. And if a single unarmed combat robot faces a platoon of unarmed soldiers, I think the result is decided before it starts.

Androids will still need spare parts - which could be very hard to find ("Oh, sorry, you need a MY-126A artifical muscle for that arm, I've only got MY-125B, you'll have to wait until Tuesday") - and people skilled enough to repair them (though with a Computer Brain or Chip Slot modular ability, that could be doable by androids themselves).
By contrast, like most (all?) biological organisms, clones have a limited ability to heal themselves automatically. Modern medicine greatly improves this ability, but there's still some ability to heal minor wounds given just time, no external equipment required. If you really wanted to balance clones and androids, you could say that clones can use psionic powers, but androids can't. A combat android is 371 points; an organic character could buy some very powerful psionic powers on that point budget. |
