so... we are playing and we ran out of treasure... the debate is.. is the treasure now GONE or can we shuffle the discards and draw?

From the main rules, page 4, under Setup:

Quote:

Keep separate face-up discard piles for the three decks. When a deck runs out, reshuffle its discards. If a deck runs out and there are no discards, nobody can draw any of that kind of card!
