Default Innate Attack: Projectile and Handedness

if I have a magic user (using GURPS Magic Rules) and I am casting fireball, I understand that I roll against my Fireball spell skill to cast and Innate Attack: Projectile skill to actually direct it to a target.

Is this Innate Attack skill affected by off hand penalties at all?

I notice that the Flame Jet skill uses Innate Attack and specifies that off-hand penalties apply, but Innate attack in B201 does not mention anything like this (even for Beam).

Just seeking clarification.

Thanks in advance.

Handedness penalties normally apply to attack rolls unless specifically exempted. Situations where you would even want to cast a missile into your off hand are pretty rare, too.
