Triplanetary Interplanetary War Terran Counter Set

The Interplanetary War Scenario gives the Terrans the Red, White and Blue, which has two tankers, two packets and no transports. The Terran player also must use civilian ships to transport their money to Earth (which uses cargo so not the tankers).
A) Did I lose the transport counters somehow?
B) If not was it intended they only have up to two ships for logistics?

Also "Interplanetary War" as written has no errata. It's just supposed to take forever to buy anything. I personally don't see it as playable that way, but maybe I'm just not the gamer it's written for?
