Lost Tether to Oannes

I've got an adventure stetting floating around in my head about a lost tether to Oannes.

The PCs are angels who are taken to the upper locus of an unknown tether in Oannes' grotto, where a mysterious flow of essence was recently noticed. Trying to descend the tether does not work. Attempts to research the tether in the Library or the memories of former Oannes servitors have not succeeded. The rough location has been determined within a few dozen kilometers, but that is the only information available.

The PCs assignment is to find the tether and figure out what is going on, and retrieve the tether for heaven.

What is going on:

Some hot springs near a seacoast supported plentiful marine life in the freshwater stream, estuary, and coastal area. Ages ago it became a tether to Oannes.

The seneschal was badly injured during the fight that killed Oannes, nearly becoming a remnant. It went a bit crazy. It was convinced that the Apocalypse had come, and Hell had won.

So it did its best to seal off the essence flow to heaven, and generally fortify for the inevitable battle with demons on mop-up duty. Who never came.

Ever since it has just waited and waited, obsessed with fear and paranoia. It assumes any celestial must be a demon, except for the few servitors who were working at the tether when Oannes died.

It regards Ethereals with suspicion. Mortals it will accept as whatever they seem to be. But is discourages anything like large scale mortal traffic for fear that Hell will finally find it. This is why the site never became a bath or health spa.

The local fishermen know that there are good pickings around the tether, and have been nudged into keeping quiet about it. They also know that there are occasionally miraculous healings in the area.

None of this is set in Stone (though Stone might pick up the tether when it is found). Comments and suggestions?

Stuff I don't know yet:

Do any local demons or angels on the corporeal plane know about the tether and why haven't they reported it?

What do the local ethereals know and think?

What Superiors would be particularly interested? Which archangels were allied or associated with Oannes?

What choir is the seneschal?

Wind and Water have always been connected - Janus would be interested in any of Oannes' surviving Tethers.

Since it's a hot springs, Divine Fire might be interested as well. The amount of marine life that it's supported might draw Jordi. And given its position in celestial history -- essentially, a long-odds miracle of survival -- either Faith or Destiny could qualify, too.

Just had another insight. The Tether is under siege either by ethereals or demons who have finally found it.

This explains why the essence leak to heaven is happening, it is a side effect of the fighting somehow.

It also provides a way for the PCs to find it, the Disturbance from the fighting. And it gives them someone to fight, and a way to get some credibility with the seneschal.
