Hm, that seems very similar or identical to Rev. Pee Kitty's unofficial Very High Pain Threshold.

I was actually thinking of it as a replacement system, apply shock normally but then with their nice bonus they could get rid of more of it right away.

LPT should totally be a double penalty though.
