I can see where Cone would represent an attack like Flechettes, bomblets, or shot. Once fired the projectiles spread out into a cone to strike the 'beaten zone' then are gone. But I don't see why it's not an AoE, since it is.
Just do it and the rules be hanged. When the Rules Lawyer jumps up to challenge your choice just have a bad guy body block him into the cone...

One way of "simulating" higher ROF with a breath weapon like dragonfire is a combination of increasing damage, giving a larger cone, selective (To vary the cone width and damage) and dissipation (And if it costs FP, making it relative to damage). Number of dice represent the amount of time you fire it off, and cone width determines how wide you spread the blast. Of course, it only lets you do a continous area, not two seperate cones. Selective Area could be a way to "kinda" do two cones.
