Given just how much you lose by limiting ATR to combat only, I'd say something between -40% and -20% is fair. Because really, there's just too much noncombat stuff that benefits from ATR to ignore.

Sounds like a clear case of Aspected, Combat, -20% to me.

I would say it depends on the campaign. If it is a combat oriented campaign, I'd go with the lower number. If there are lots of other instances where ATR would matter, I'd go -40%.

They don't have to add up to 100%. Both Only at Night and Only during Day are -20% limitations. Can I suggest Emergencies Only, -30%?

I too think the RAW is Aspected: Combat - 20%.

Accessibility is priced in that "1% of the time" is -40%, not -99%. Most traits aren't modular like ST (which plainly is just three traits combined into a meta-trait)

Emergencies Only actually seems really cool and IMO has great flavor for simulating ATR (Combat Only), but Aspected is usually easier on the character (and thus why the 10% difference).

Nothing prevents you combining both... (Aspected, Combat, -20%; Emergencies Only, -30%), But then it would be unavailable for sparring, ambushes and other types of attacking from safety etc...

I find Emergencies Only much easier to justify (for example, as a hyper-adrenal response) than Combat Only. It does require a bit more GM oversight, of course. While it's generally obvious what situations qualify as "combat", it's less clear what qualifies as an "emergency".

I'm leery of combining the two, since they do often overlap. I'd still probably allow it as GM, and just look for opportunities to include more non-combat emergencies and non-emergency combats. =P
