Given just how much you lose by limiting ATR to combat only, I'd say something between -40% and -20% is fair. Because really, there's just too much noncombat stuff that benefits from ATR to ignore.

Sounds like a clear case of Aspected, Combat, -20% to me.

I would say it depends on the campaign. If it is a combat oriented campaign, I'd go with the lower number. If there are lots of other instances where ATR would matter, I'd go -40%.

They don't have to add up to 100%. Both Only at Night and Only during Day are -20% limitations. Can I suggest Emergencies Only, -30%?

Accessibility is priced in that "1% of the time" is -40%, not -99%. Most traits aren't modular like ST (which plainly is just three traits combined into a meta-trait)
Emergencies Only actually seems really cool and IMO has great flavor for simulating ATR (Combat Only), but Aspected is usually easier on the character (and thus why the 10% difference). |

Nothing prevents you combining both... (Aspected, Combat, -20%; Emergencies Only, -30%), But then it would be unavailable for sparring, ambushes and other types of attacking from safety etc...
