What is this word, "generally"? There is no useful, firm schedule. None. First, because of how many people are involved. Second, because of how many steps are involved. The upshot is that we end up with huge range of possible dates – I'm talking a target that's over a year wide – and "leaving playtest" is nearer to the "just started writing" side of that spread than to the "published" side.
Well, you could tally all the final-draft-to-on-the-shelf time periods and post an average and a standard deviation. If the standard deviation is large enough, it will tell you that the average is nearly useless as a predictor.

I can tell you that already. The sample size for 4e books is too small. This is especially true if you restrict your sample size further to allow for changing business conditions or variances in personnel, printers, shipping, customs or phases of the moon.

It's quite possible that that your sample size of books produced under truly equivalent conditions could be zero. Statistics for sample size equals zero are always bad.

Not that I've heard of. And seeing as that would require very large production costs for the additional round of editing and layout and cause a lot of confusion when it came to creating page references when other books referred to LT, I'm guessing that the odds of that are precisely zero.

Given the large variability, I think the median would be a better approach than the mean. Although "average" is, of course, ambiguous.

On a related topic—are there similar "Companion" books in the works for High Tech, other than the Pulp Guns books?

At least additional books on guns are planned (by me). I have outlines for a book covering 1850-1915 (HIGH-TECH: ADVENTURE GUNS), a book covering the modern era (HIGH-TECH: MODERN FIREPOWER), and a book covering TL5-8 concepts and failed designs for use in alternate history campaigns (HIGH-TECH: INFINITE WEAPONS).
