[DF3, DF13] SM affecting loadout price
Hello! I've been fiddling around with a pixie swashbuckler for a while (it sounds awful, and it is) and I've ran into a bit of an issue:
By Tiny Tools (DF3:8), cost of weapons and armour does not change with SM because of expensive magical forging processes and plagues of crows having learnt to attack pixie caravans for shiny loot, driving up the price (paraphrased). However, this is not reflected in DF13, with costs of loadouts varying across size modifiers. Why is this the case? I didn't think that Tiny Tools was an optional rule. Have I missed something vital somewhere or is this an intentional design decision? Should I be using the values given in DF13 or should I be using Tiny Tools? Any help would be appreciated. By Tiny Tools, there are TWO options:

Since these haven't been indicated to be special faerie tools, they're obviously normal ones.
