Unless you want to apply some kind of "Tactical Points" damage system, a simpler way to deal with the "do I swing and miss or simply choose not to attack because there is no opening?" might be to assume swing/miss as default but when someone fails their to-hit, have some kind of skill check to "stop short" of making a full attack (no Unready, spend less AP, save ammo, nothing vulnerable to Grabbing Parry) and instead transform it into a mediocre Feint.
Here is an idea... since a Parry is used to represent retracting a limb or weapon out of the way if targeted (no-contact parry) rolling a parry after a miss, maybe? If you fail, you swing and miss (or fire the shot), if you succeed, you "stop short" of a full attack, knowing you would miss anyway or hit something unintended. Optionally like Aggressive Parry, if you opt to take a -1 penalty on this roll and if you succeed anyway, instead of rolling to damage, you roll to Feint instead, but at -4 to skill instead of -2 to damage, so normal Feints will be better. |

At GameHole Con, I ran Hall of Judgment twice. In both games, the power of the Turning advantage was decisive . . . perhaps too much so for group play.
Some of that was clearly my fault in terms of how I ran things as well as encounter design. But for those that want to peruse how to adjust the dials on Turning: Turning Undead: "I win!"
