It's useful for aliens (and possibly humans) who have obvious physiological reactions to certain stimuli.
In those cases, it could conceivably be limited to just certain emotions or types of emotions, or even only detectable using certain senses. Extremely limited versions might be quirks, like "Blushes when embarrassed" or "Face flushes when angry." It could also be applied to animals with obvious body language that even a non-expert can determine (like some dogs), in which case the bonuses might apply to Animal Handling skill instead, or in addition to the usual skills for people with Animal Empathy. In some ways, it's a more severe form of Truthfulness, in that a good observer can read your true emotions even if you refuse to speak. If given a -50% limitation "Only when speaking" it essentially becomes a variant of Truthfulness. While you can still tell lies, they're always easy to detect, as opposed to you being able to lie without penalties to skill part of the time, but compelled to reveal the truth if you fail your Self-Control roll. |

I don't see it. The following is from the description of said Perk,
"You simply look honest, reliable, or generally harmless. This has nothing to do with your reputation among those who know you, or how virtuous you really are! People who don’t know you will tend to pick you as the one to confide in, or not to pick you if they are looking for a potential criminal or troublemaker." |
